On December 21, 2016, the Portland, Texas city council awarded Hellas Design Build a guaranteed maximum price of $16,567,446.25 to renovate Municipal Park and the Sports Complex. Hellas announced the groundbreaking the same day.

Municipal Park, the 13-acre park on Memorial Parkway, dates to 1968. The Sports Complex on Buddy Ganem Drive dates to 1977. City materials for the 2016 bond described five baseball fields, a covered basketball court, and a covered playground with splash pad at Municipal Park, and four softball fields plus a football and soccer field at the Sports Complex, with Hellas Matrix Turf and Geo Plus infill.

The Synthetic Turf Council named the Portland Sports Complex and Municipal Park its 2018 Sports Project of the Year. This three-minute cut covers both sites.

Sports contractors hire a recap when a design-build park has to exist after substantial completion. Hellas, the Texas turf and sports-field contractor now headquartered at 12000 West Parmer Lane in Cedar Park, needed that film for Portland.
